POSITION TITLE: Motor Equipment Mechanic II

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Motor Equipment Mechanic II inspects, troubleshoots, and repairs motor vehicles and equipment for use by agency personnel; consults with operators, manufacturers or dealers’ representatives regarding specifications or problems relating to the operation of motor vehicles and/or equipment; writes repair orders and specifications for new vehicles and equipment; and performs related work as required. The basic purpose of this work is to maintain and repair motor vehicles and equipment to ensure safe and efficient operation.

SUPERVISION RECEIVED:

Incumbents of positions at this level receive general supervision from Motor Equipment Mechanic III, or other employees of higher grade, who provide policy and procedural guidance, assign work and review performance through inspection and reports for effectiveness.

DIRECT REPORTING STAFF: Incumbents of positions at this level exercise direct supervision (i.e., not through an intermediate level supervisor) over, assign work to and review the performance of 1 – 10 skilled craft and/or other personnel.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

Motor Vehicle & Equipment Maintenance and Repair

• Repair motor vehicles and equipment by overhauling, rebuilding, replacing or adjusting gasoline or diesel engines, carburetors, distributors, alternators, generators, starters, differentials and transmissions according to manufacturers’ specifications
• Performs preventive maintenance and routine servicing of vehicles and equipment, including tire replacement and repair, brake adjustments, lubrication, inspections, and related maintenance activities to ensure safe, reliable, and efficient operation
• Diagnoses, repairs, and overhauls electrical systems and components including warning light circuits, arrow boards, electronic spreader systems, electric motor circuits and solenoid circuits to maintain proper equipment operation
• Performs body repairs and replaces windshields, windows, and related components to restore vehicle safety and functionality
• Operate snow removal, sanding, and other specialized equipment and vehicles
• Operates automotive repair equipment, including hydraulic lifts, bumper jacks, diagnostic testing equipment, and other specialized shop tools to safely inspect, service, and repair vehicles and equipment
• Repairs and overhauls heavy-duty and specialized equipment of increasing complexity, including bulldozers, cranes, basket trucks, etc.

Fleet Operations, Records & Work Coordination

• Maintains records of vehicle inspections, maintenance, repairs, and service history to support fleet management and regulatory compliance
• Monitors fuel inventory and orders fuel, as needed
• Performs vehicle inspections and issues inspection stickers in accordance with applicable laws, regulations, and inspection requirements
• Obtains repair estimates and coordinates with external vendors for specialized repairs, evaluating whether work should be completed in-house or outsourced based on cost, resources, equipment capabilities, and operational needs
• Assigns work, provides technical guidance, and trains employees in vehicle maintenance, repair procedures, safe work practices, and the proper use of tools and equipment

Supervision and Staff Coordination

• Supervises assigned personnel by scheduling work, approving leave, maintaining attendance and overtime records, assigning overtime in accordance with applicable collective bargaining agreements, and monitoring productivity
• Trains, mentors, and evaluates assigned personnel in mechanic techniques, equipment operation, safety procedures, and applicable codes and regulations

QUALIFICATIONS REQUIRED AT HIRE:

• Knowledge of the principles, practices and techniques of automotive repair and maintenance
• Knowledge of the types and uses of hand held tools used in automotive repair and maintenance such as wrenches, pliers, etc.
• Knowledge of the principles of operation of internal combustion engines
• Knowledge of the principles of operation of diesel engines
• Knowledge of the types and uses of materials and supplies used in automotive repair and maintenance
• Knowledge of the types and uses of equipment used in automotive repair and maintenance such as hydraulic lifts, bumper jacks, grinders, buffers and air tools
• Knowledge of the types and uses of precision measuring equipment and devices such as micrometers, calipers, etc.
• Knowledge of safety practices and procedures followed in automotive repair and maintenance
• Knowledge of the types and uses of diagnostic testing equipment used in automotive repair and maintenance including devices for checking dwell, timing and idle speed
• Knowledge of the principles of operation of 2-cycle engines
• Knowledge of the principles of operation of 4-cycle engines
• Knowledge of the principle of carburetion
• Knowledge of the principles of operation of the various components of motor equipment
• Knowledge of the standard methods and techniques for the storage of hazardous materials
• Knowledge of the terminology, coding, symbols and standard abbreviations used in automotive repair and maintenance
• Knowledge of troubleshooting techniques used in automotive repair and maintenance
• Knowledge of the types and uses of oxy-acetylene gas welding equipment
• Knowledge of the apparatus and instruments used for testing engines and other mechanical or electrical equipment
• Skill in the use of equipment used in automotive repair and maintenance
• Skill in the use of hand held tools used in automotive repair such as wrenches, pliers, etc.
• Skill in the use of precision measuring equipment and devices such as micrometers, calipers, etc.
• Skill in the use of oxy-acetylene gas welding equipment
• Ability to work independently
• Ability to understand and apply the laws, rules, and regulations governing motor vehicle operation
• Ability to operate a motor vehicle

QUALIFICATIONS ACQUIRED ON JOB:

• Knowledge of the types and uses of snow removal and ice control equipment
• Knowledge of the laws, rules and regulations governing the inspection and operation of motor vehicles
• Knowledge of the policies, procedures, specifications, guidelines, etc. governing assigned unit activities
• Knowledge of the principles, practices and techniques of supervision 

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) two years of full-time, or equivalent part-time, experience in the repair, maintenance and overhaul of automotive equipment such as automobiles, trucks, bulldozers, cranes, front-end loaders, etc. or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

A certificate or diploma from a recognized trade, technical or vocational school, at the high school level or above, with a major in automotive shop practice may be substituted for one year of the required (A) experience.

LICENSE AND/OR CERTIFICATION REQUIREMENTS:

Possession of a current and valid Massachusetts Class B Commercial Driver’s License (CDL)

Possession of a current and valid Massachusetts Class 2A Excavating License or ability to obtain within 6 months

REMARKS:

Motor Equipment Mechanics work under exposure to the harmful effects of exhaust fumes, gases, dust, noise, etc.; hazards such as moving parts of machinery, electrical shock, etc.; and hazardous conditions such as slippery floors and cramped and confined spaces; work outdoors in all types of weather; work varied shifts, weekends, holidays, and nights; are subject to standby (on call) work status; lift and carry heavy objects; and stand for prolonged periods of time.
