GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The Lieutenant shall act as the manager for the uniformed operations of the UMass Dartmouth Police Department; he/she shall be responsible for all operations of the department within his/her assigned area of campus; supervising of shift sergeants to include review of all officer activity, ensuring proper community oriented policing problem solving techniques are being utilized; coordination of follow-up action with detectives, community directors, student life staff,  academic/administrative mangers and other shift officers. Additionally, the Lieutenant shall be the officer-in-charge of the department in the absence of the Deputy Chief/Chief and as such is responsible for the management of all functions and operations. In the absence of the on-duty sergeant he/she is responsible for uniformed shift, consisting of campus police officers, security officers and communication dispatchers.  He/she is responsible for responding to major incidents and providing guidance to supervisory and patrol personnel.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

1. Oversees all supervisory personnel, especially pertaining to responsibilities for patrol operations, investigations, and report writing. Coordination of major crime scenes and events which occur.

2. Continual review of day-to-day operations, ensuring consistent application and enforcement of departmental policies and procedures. In the event of violations of department rules and regulations, begin initial investigations and make recommendations to the Deputy Chief/Chief.

3. Review and report in detail on crimes occurring on respective shifts, other conditions and strategies and plans to address crimes, quality of life issues and/or other related public safety problems/issues.

4. Careful review and documentation of occurrences at each event and recommendations to the Deputy Chief/Chief for changes which may be necessary.

5. Ensure compliance with applicable accreditation standards.

6. As area manager, initiate and/or work with members of the department and the University community in defining and implementing problem solving techniques related to patrol operations.

7. Identify problems related to area crime trends, existing policies/procedures, and performance of supervisory personnel. Serve on relevant University committees as may be required by the Deputy Chief/Chief.

8. Work to develop training in areas responding to community and departmental needs and concerns.

9. Review and analyze Department operations and make recommendations to the Deputy Chief/Chief and provide training to line officers, with the assistance of the sergeants, to correct these deficiencies and problem areas resulting from failure to adhere to appropriate policies.

10. Oversee the inspection of uniforms and appearance of supervisory staff and appearance of patrol officers and that the code of professional standards is adhered to by all supervisors and officers.

11. Perform other related duties as assigned.

Certification in firearms proficiency / twice yearly.

Certification in First Aid & CPR as required under M.G.L. Chap. 111 s. 201

Specialized law enforcement skills; Certification/various aspects of Law Enforcement.

Department In-Service training as deemed necessary to perform job requirements in gaining new and advanced skills in law enforcement and human relations.

MINIMUM ENTRANCE REQUIREMENTS

Applicants must have at least (A) three years of full-time, or equivalent part-time experience in a governmental police force or in law enforcement work and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience per the Massachusetts Classification Specifications.

Applicants hired into the bargaining unit after January 1, 2008, shall be required to have a bachelor’s degree or combination of an associate degree and two (2) years of military experience to be considered for promotion to a Lieutenant.

A candidate shall have been employed with six (6) year experience as a sworn law enforcement officer having served three (3) years as a first line supervisor.

LICENSE AND/OR CERTIFICATION REQUIREMENTS –

Possession of a current and valid Motor Vehicle Operator’s License.

Appointee must be eligible for appointment as a police officer under Chapter 75 Section 32A.

Eligible to obtain Commonwealth of Massachusetts License to Carry Firearms Permit.

Appointee must successfully complete or be certified by a Massachusetts Criminal Justice Training Council Police Recruit Academy.

ENVIRONMENTAL DEMANDS

Duties are performed under a variety of conditions ranging from being indoors and not exposed to adverse conditions to being outdoors in inclement weather subject to an array of hazards as may be found at a traffic accident or at the site of downed electrical wires. The noise level in the work environment is usually quiet in the office, and moderately noisy in the field.
