SUMMARY PURPOSE OF POSITION: Under general direction of the Chief Financial Officer, the Assistant Vice Chancellor for Finance and Budget plans and directs work of departments in accordance with University objectives, mission, and policies. This senior leadership position provides expert guidance and leadership in the area of Finance and Budget to ensure that campus fiscal systems and operations, budgeting, financial reporting, and procurement are consistent with University strategic objectives as well as Trustee and Commonwealth statute and policy. The AVC will have access to and provide input regarding data collection and analysis for collective bargaining proposals prior to their submission to the unions. As such, the incumbent is a confidential employee as defined in M. G. L. Chapter 150E.
EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:
- Works to ensure efficient and effective operations to meet the academic program and administrative service needs of the Dartmouth campus
- Coordinates with the departments of Capital Planning and Facilities, Financial Aid, Bursar, University System Procurement and the sustainability unit in Facilities, especially regarding financial considerations
- Works closely with the CFO and the Budget Manager on the preparation and ongoing monitoring of the University’s budget
- Works with the CFO and other managers on long-range planning, capital budgeting and funding, position management, general accounting, procurement, facilities, and other areas
- Uses financial and other data from campus systems to build financial analyses to evaluate various campus initiatives
- Provides guidance on the interpretation and application of campus accounting policies and procedures in accordance with federal, state, and university regulations
- Assists departments as assigned with critical and timely analyses for efficient management of their resources
- May represent the CFO on various campuses and external committees and serve as campus liaison with external offices such as the President’s Office concerning budget and finance matters
- Establishes a cooperative relationship with senior administrators and all personnel who have responsibility for finances and budget preparation
- Builds effective partnerships with the departments of Capital Planning and Facilities, Financial Aid and Bursar’s Office especially regarding funding, project monitoring, and sustainability projects and operations
- Works with Capital Planning and Facilities to ensure that the University seeks out and obtains all possible funding and financial opportunities as pertains to sustainability programs
- Builds effective partnerships with Colleges, Divisions, and other units throughout the University by providing periodic financial updates and address matters as they arise
- Assists in training colleagues, as needed
- Collaborates with CFO and Associate Controller to develop, monitor, and communicate about the annual dining budget
- Attends meetings with dining partner to review financial results and evaluate goals for the dining program
- Assists in the preparation of campus annual and interim financial statements, as needed
- Assists with internal audit inquiries, as needed
- Reviews and provides input regarding data collection and analysis for collective bargaining proposals
- Performs other duties as assigned by the CFO
MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor’s degree in Finance, Data Analysis, or Accounting, or BA in any field plus MBA, CPA, or other relevant Master’s degree required
EXPERIENCE: Significant (ten or more years) financial management, finance, or accounting with increasingly responsible management
OTHER: In-person and/or hybrid with occasional travel

- Excellent skill set with regard to financial analysis coupled with the ability to understand the relationship of detailed data to big picture, strategic thinking
- Possess excellent strategic planning ability and creativity in thinking through long-range solutions
- Possess the ability to analyze systems and processes in order to maximize operating efficiency and improve customer service while maintaining compliance with established policies
- Possess the capacity to learn the University’s budget and financial systems.
- Ability to build and maintain effective working relationships throughout the University community among administration, faculty, and staff; promote and provide excellent customer service
- Excellent oral and written communication skills, including experience in interpreting and articulating a variety of regulations, policies, and procedures
- Experience with computerized financial systems, expertise in GASB and financial reporting
- Proven ability to motivate and lead staff
- Ability to effectively articulate NACUBO and GASB guidelines
PREFERRED QUALIFICATIONS:
- Additional credentials related to higher education
- Demonstrated experience in financial and strategic planning, or a similar field, within higher education
