GENERAL SUMMARY OF POSITION:  Manage the workforce to ensure efficient operations of the boiler plant with due attention to keeping emissions at low levels.  Manager HVAC staff to ensure appropriate environmental conditions pertaining to Power Plant operations.   Plan for and implement plans for needed repairs, upgrades and renovations whether accomplished using in-house staff or outside contractors.

SUPERVISION RECEIVED (Name and title of person from whom incumbent receives direction):  Director of Facilities.  Incumbent has considerable freedom to exercise judgment in all areas of responsibility and to make recommendations concerning the operation and efficiency of his/her designated area.

DIRECT REPORTING STAFF:  Third Class Engineers and Fireman assigned to work at the Campus high-pressure steam plant and HVAC Shop staff.  May be assigned temporary responsibilities for Plumbing Shop Staff, Electrical Shop Staff, or other trades workers if needed to complete projects pertaining to Power Plant operations, heating of building, distribution of steam, etc.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

*Operate 1.7 MW cogeneration Kawasaki gas turbine and Heat Recovery Steam Generator with duct burner per Massachusetts department of Fire Services.

*Estimates length of time, costs, and quantities of materials and manpower needed to complete requested work in the responsibility area.

*Develops preventative maintenance schedules for all equipment in the responsibility area and implements reporting schedules to ensure that all needed preventive maintenance is accomplished in a timely manner.

*Inspects all equipment, tools, and/or space in responsibility area to determine needed repairs and upgrades; initiates work orders for needed tasks.

*Plans and schedules resources to do needed work in responsibility area; notifies stakeholders of work schedules upon request.  Coordinates needed shutdowns with stakeholder community.

*Reports all pertinent information on completed work to the office staff for inclusion in departmental files.

*Estimates approximate contract costs for work to be done in responsibility area for input into departmental budgets.

*Drafts technical specifications for inclusion in bidding documents or purchase orders for any tools or equipment needed in responsibility area.

*Manages on-site contractor work to ensure adherence to specifications, high quality workmanship, on-time performance, and coordination of contractor work within legal and university policy constraints.

*Recommends payment of all contract billings in responsibility area.

*Recommends personnel actions including hiring decision and disciplinary decisions.

*Ensures that new hires and promotes are properly oriented to their jobs.

*Maintains attendance and vacation logs for all assigned personnel.

*Develops and manages a quality services orientation and ethic in the staff and contractors working in responsibility area.

*Adheres to and enforces all university policy with regard to affirmative action, sexual harassment, and substance abuse.

*Recommends and encourages appropriate training for assigned personnel.

*Assists in planning efforts by providing input about all matters pertaining to responsibility area including capital initiatives, personnel forecasting, space needs forecasting, etc.

*Provides budgetary and financial information as requested about all matters pertaining to responsibility area.

*Performs related duties as assigned by the Director of Facilities.

*Ensures that all records and permits associated with responsibility area maintained.

*Maintains supportive communications and relations with various university departments and regulatory agencies.

*Represents the facility and maintenance services needs and policy implementation considerations of the campus effectively both in internal meetings and in the external community.

*Participates in 24-hour emergency response team assignments as required.

 

MINIMUM QUALIFICATIONS (REQUIRED): Possession of a Second Class or higher Stationary Engineer’s license based on the standards established by the Massachusetts Department of Public Safety and pursuant to Chapter 146 of the Massachusetts General Laws

LICENSE AND/OR CERTIFICATION REQUIREMENTS: Valid current Massachusetts First Class Stationary Engineer’s License.

*Knowledge of the types and uses of precision measuring equipment used in a power plant such as manometers, voltmeters, anemometers, tachometers, etc.

*Knowledge of the types and uses of pumps used in water and fuel systems.

*Knowledge of the methods and techniques of pipefitting...

*Knowledge of the types, and uses and principles of operation of industrial type ventilation systems.

*Knowledge of the principles of operation of industrial type air conditioning systems.

*Knowledge of the operation of internal combustion.

*Knowledge of the types and uses of chemicals used in water treatments.

*Knowledge of the safety practices and procedures followed in power plants.

*Knowledge of the types and uses of high- and low-pressure boilers.

*Knowledge of the types and uses of steam plant accessory equipment, such as throttle valves, super heaters, back-pressure valves, feeding water regulators, etc.

*Knowledge of the principles, practices and techniques used in firing and operating high- or low-pressure coal or oil-fired boilers and their auxiliary equipment.

*Knowledge of the methods of general report writing.

*Knowledge of the proper methods for storing and handling fuels.

*Knowledge of the principles, practices and techniques of supervision.

*Knowledge of the principles of operation of industrial type refrigeration systems.

*Knowledge of the principles of operation of diesel engines.

*Skill in using had power tools such as drills, electric saws, etc.

*Skill in using small hand tools such as wrenches, pliers, screwdrivers, hacksaws, and pipe threaders.

*Ability to read, write and comprehends the English language.

*Ability to write clearly and concisely.

*Ability to follow written and oral instructions.

*Ability to lift heavy objects.
