SUPERVISES: The incumbent has no direct reports but will oversee the activities of designers, contractors, vendors and other consultants.

MINIMUM SALARY: $73,921

BENEFITS: 

SUMMARY PURPOSE OF POSITION: The Capital Project & Space Planning Manager will provide comprehensive oversight at all phases of construction including feasibility, design and construction and will provide general oversight of university space management procedures.  The Project and Space Planning Manager will interact with faculty, staff, students and senior level administrators as well as designers, contractors and other consultants. The Project and Space Planning Manager may also oversee projects completed by internal staff. 

EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:

  • Coordinate and manage multiple technically complex capital project activities with both in-house and outside consultants including preparation and administration of consultant contracts.
  • Oversees internal staff assigned to construction activity.
  • Manage and coordinate feasibility studies including preparing program information, coordinating work of interdepartmental groups, and working with all levels of the university.
  • Review planning and contract documents prepared by outside consultants to ensure compatibility with university standards and requirements.
  • Respond to quickly changing issues and priorities involving multiple departments, stakeholders, and physical locations; develop solutions that are feasible, cost effective and acceptable to the university; communicate expectations of scope of work, schedule, and budget to clients.
  • Develop strategic plans to assist departments to transition and to operate in renovated facilities.  Plan and manage sequential relocations with departments; prepare regular updates as to progress and hold meetings to inform staff of plans.  Develop an effective communication plan to inform campus constituencies regarding the space allocation process and decisions as appropriate.
  • Prepare financial analyses and preliminary total project cost estimates.  Establish, track, and manage budget during course of project.
  • Perform contract administration for construction of a variety of capital projects including new construction, alteration, utility installations and roadways.
  • May serve as the University’s representative to the State Division of Capital Asset Management and other state, federal, local agencies and community organizations on assigned projects.
  • Perform problem-solving requiring analysis and complex decision-making where errors in technique or judgment are difficult to detect and could result in significant cost overruns and/or jeopardy of life safety.
  • Maintain current knowledge of all applicable regulations and codes regarding state design and construction projects.
  • Prepare written project updates, status reports and graphic presentations; maintain planning documents and other files.
  • Promote and assure continuous improvement; establish and maintain productive relationships with a full range of personnel that reflect a strong commitment to customer service.
  • Assist with the development of standards for furniture and managing asset inventory.
  • Manage all signage on campus.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION: BS/BA required with concentration in space planning, architecture, interior design, and/or project management.

EXPERIENCE: Significant, over 7 years of progressive experience managing construction projects and space planning in an institutional setting.

OTHER: Ability to access most areas of construction sites including climbing ladders to assess conditions and perform inspections of existing facilities is required. Occasional travel is required.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: 

  • Working knowledge of architecture, engineering and design principles, building systems, code regulations and construction practices and the ability to apply this knowledge to complex problems.
  • Ability to effectively manage and coordinate the work of consultants, contractors and others connected with this work.
  • Ability to work independently and allocate resources consistent with Division goals.
  • Demonstrated excellent oral and written communication skills and a customer service focus.
  • Demonstrated experience in and ability to use word processing, spread sheet, data management systems, AutoCAD, construction scheduling and space management software systems.
  • Demonstrated ability to access any portion of a construction/facility site.

PREFERRED QUALIFICATIONS:

  • Experience in a university setting as a space planner and/or construction project management.
